Is Drivers License Cost of Living?

It remind me something when i met two of my old friend last week that they were complaining about getting their drivers license. It doesn’t matter to spend time for learning to drive, but the thing was they were mentioning about the costing of $. Quite obvious that you have to pay the actual amount of money to get your driver license done.
Back to 2005, one of my close friend when for a driving lesson and went for a few time test to get the driver license. Unluckily, he wasn’t able to obtain it. So after many times trying then he lost the chance to go for the test using his own skills. His driving school told him that after a few time failures, he should apply his application again to get the permission for the test. And he had to pay the full cost for learning. Huh, that quite a lot of money to spend for driving. So he gave up his learning without getting his driving license.
Until recently he realized that he must have the driving license in order to drive the truck at his work place. So he has to spend another time for driving lesson and for a testing. Stupidly, asking him a question, “will you make use of your skill to go for driving test again?” Then, he was just kept quiet. And he added that in order to get the driving license he would roughly spend some money. Because he never want to fail again. Of course, i guess he cannot survive to get one if no $.
Lucky me that i got mine done early life time driving license back in 2003 which was not so hard to get it. But today you can only get your driving license mandate of 5 years and you have to renew it with a fee of processing. What do you think about the situation? Will you pay to get the driver license or you will try to do your best?
