I don't think you need bagful of green bag to stay for a month in Cambodia as many bag packer would tell you. I would prefer to stay in an air-con room [both in Siem Reap and Kampongsom] but don't have to be a luxury one as most of the time I would be out and about and sightseeing so the room is more a less a rest place for the night. There are many guesthouse and reasonable hotels in Phnom Penh too. I would say it is depending on your taste really.
